Google and Beale Infrastructure are advancing a 506-acre data center campus in unincorporated Tulsa County, Oklahoma, near Cherokee Industrial Park and just west of Owasso. The development, previously known as Project Clydesdale, is under construction and is planned to join Google’s global data center network.

Beale describes the site as a phased hyperscale campus with multiple data centers, office buildings and supporting facilities. Its current project page lists four planned phases and estimated private capital investment of at least $700 million per phase. Those figures are planning estimates for phases that are developed; they should not be combined and presented as a fully committed total project budget.

Public Service Company of Oklahoma will provide electric service. The disclosed power scope includes a new onsite substation funded by Beale, along with transmission and distribution improvements that the companies say will support regional reliability. The August 19 announcement does not disclose the campus’s electric-load capacity, generation source, utility-interconnection capacity or equipment suppliers.

The project also includes water-system and roadway improvements. Beale and Google said Project Clydesdale is funding and installing 1.5 miles of new water lines and related upgrades for Washington County Rural Water District No. 3.

What Is Google and Beale Building in Tulsa County?

The Tulsa County project is a multi-building data center campus planned across approximately 506 acres near Whirlpool Drive and East 76th Street. Beale places the site approximately three miles from Owasso, five miles from Tulsa International Airport and 10 miles from downtown Tulsa.

Google and Beale announced on August 19, 2026, that the campus was under construction. Google is the identified technology company associated with the development, while Beale is the data center developer funding the disclosed onsite substation and other required infrastructure improvements.

Beale’s project page describes the campus as including multiple data centers, office buildings and supporting facilities. The company currently lists the following schedule:

• Construction start: Fall 2025
• Planned start of Phase 2: First quarter of 2027
• Targeted completion of Phase 1: Third quarter of 2027

These dates are Beale’s current targets rather than guarantees. The public materials reviewed by Allstream do not disclose the number of buildings in each phase, completed square footage or the campus’s planned megawatt load.

How Much Capital Is Planned for Project Clydesdale?

Beale’s current project page estimates at least $700 million of private capital investment per phase and identifies four planned phases. Tulsa County’s adopted economic-development project plan also contemplates at least $700 million of investment for the first phase and the potential for as many as three additional phases of a similar scale.

Beale’s October 2025 groundbreaking announcement separately described Project Clydesdale as backed by a planned $1 billion investment. The company has not explained in the materials reviewed by Allstream how that earlier figure relates to the current per-phase estimate.

Allstream is therefore treating the $1 billion figure and the at-least-$700-million-per-phase estimate as separate company and project-plan disclosures. Neither should be represented as a final all-in construction cost, and future phases remain subject to development decisions and execution.

What Power Infrastructure Is Included?

Public Service Company of Oklahoma will supply electricity to the Tulsa County campus. The announced scope includes a new onsite substation funded by Beale, plus improvements intended to enhance PSO’s transmission and distribution system.

The companies have not disclosed the substation voltage, transformer capacity, principal equipment, interconnection schedule or engineering and construction awards. They also have not assigned a megawatt figure to the campus in the materials reviewed for this article.

Google said it has signed more than 15 agreements since 2011 that have enabled more than 2.5 gigawatts of new power-generation and energy-storage projects across Oklahoma. That statewide historical figure provides context for Google’s Oklahoma energy activity; it is not the electric capacity committed to Project Clydesdale.

Google is also supporting an electrical training ALLIANCE program intended to train existing electrical workers and add more than 160 apprentices across Oklahoma by 2030. The announcement does not allocate a specific number of those apprentices to the Tulsa County construction site.

What Water and Road Infrastructure Is Planned?

Washington County Rural Water District No. 3 will distribute water to the campus, and the City of Tulsa will provide wastewater service. According to the August 19 announcement, Project Clydesdale is funding and installing 1.5 miles of new water lines and associated system improvements for the rural water district.

Beale’s project materials also identify roadway improvements near the site. The current project page says the development will provide annual community payments for nearby road work and identifies $12.5 million to widen the road along 86th Street. That roadway amount is separate from the data center’s construction budget.

What Could the Project Mean for the Industrial Supply Chain?

Based solely on the publicly disclosed campus configuration—not on announced procurement packages—the Tulsa County development could support work involving:

• Data center building construction, structural systems and architectural trades
• Site preparation, grading, drainage and underground utilities
• Onsite substation construction and electric-utility interconnection work
• Transmission and distribution system upgrades
• Water-line installation, wastewater connections and civil infrastructure
• Road widening, traffic management and related public improvements
• Electrical testing, controls, commissioning and long-term facility maintenance

The multi-phase layout could extend construction activity beyond the first building if later phases proceed. However, Google and Beale have not publicly identified general contractors, engineering firms, equipment manufacturers, bid packages or procurement schedules in the materials reviewed for this article.

These categories describe work that could be associated with the confirmed physical scope. They are not announced contract opportunities or evidence that any particular package is currently available for bid.

Allstream Insiders Perspective

The Tulsa County announcement provides several tangible project markers: a named end user, a 506-acre site, active construction, a phased campus plan, a Beale-funded onsite substation and defined public-infrastructure work.

For contractors and equipment suppliers, the most relevant disclosed scopes are the multi-building campus, power interconnection, water lines and roadway improvements. The schedule also indicates that Phase 1 and Phase 2 activity could overlap during 2027 if Beale’s current targets are maintained.

The principal limitation is power-scale visibility. Neither Google nor Beale has disclosed the campus’s planned electric demand, substation capacity or generation arrangement. The statewide 2.5-GW figure in the announcement should not be used as a proxy for the Tulsa County campus.

The capital figures also require precise attribution. Beale’s current materials describe at least $700 million per planned phase, while its 2025 groundbreaking announcement referenced a planned $1 billion investment. Until the companies reconcile those figures or publish a current all-in budget, they are best treated as separate planning disclosures rather than added together.
