NRG Energy is moving forward with a major expansion of its Cedar Bayou power complex in Chambers County, after the State of Texas designated the new facility a qualified project under the Jobs, Energy, Technology, and Innovation (JETI) program. The $936 million development will add 721 megawatts of dispatchable natural gas generation to the ERCOT grid, with operations expected to begin by mid-2028. A loan agreement for the project was executed in September between NRG and the Public Utility Commission of Texas through the Texas Energy Fund.
Governor Greg Abbott emphasized the project’s role in meeting rising electricity demand, noting that the new capacity “will increase dispatchable electricity generation and further reinforce grid reliability.” He also pointed to the JETI program as a key tool to attract large-scale energy investments that strengthen long-term system resilience for homes and businesses across the state.
NRG said the new unit at Cedar Bayou will be a high-efficiency asset designed to support Texas’ fast-growing power needs. Robert J. Gaudette, NRG Executive Vice-President and President of Business and Wholesale Operations, highlighted the project’s economic impact, citing “significant construction jobs” and new permanent roles once online. Local leaders echoed the benefits, with Chambers County Judge Jimmy Sylvia noting that the additional 721 MW will bolster grid stability and strengthen the county’s ability to attract industry.
