SpaceX Announces At Least $100 Billion Starbase Louisiana Spaceport in Vermilion Parish

Louisiana Economic Development said those positions are expected to be created over ten years, with an average annual salary of approximately $92,600. The agency estimates the project could also generate more than 8,100 indirect jobs across Acadiana.

The $100 billion figure is SpaceX’s stated investment commitment for the development. The announcements do not divide that amount among construction phases, launch facilities, utilities, power generation, housing or other individual work packages. It should not be treated as a 2027 construction budget or as work already awarded to contractors.

What Is SpaceX Planning to Build in Louisiana?

SpaceX is planning a new, self-sustaining Starship spaceport rather than a single launch pad or a small expansion of an existing Louisiana operation. The company describes Starbase Louisiana as a Gulf Coast complex that would combine launch infrastructure with propellant, power, processing, marine, aviation and residential facilities.

Louisiana Economic Development said the full-buildout concept includes five launch complexes. Each complex is planned with two launch pads and a propellant farm. The announcement does not assign separate construction dates or budgets to the individual complexes.

SpaceX’s own project page adds deep-water shipping and an airport to the publicly identified scope. Those elements could support the movement of large vehicles, components, equipment and personnel, but the announcement does not identify the marine terminal configuration, channel work, runway specifications or vehicle-transport routes.

The project will occupy land transferred through the state’s sale of former Exxon property to SpaceX, according to Louisiana Economic Development. Neither SpaceX’s project page nor the state’s announcement provides a controlling acreage figure, so Allstream is not assigning an acreage total based on earlier reports that described different possible site boundaries.

When Could Starbase Louisiana Begin Construction and Launch Operations?

SpaceX lists construction beginning in 2027 and the first Louisiana Starship launch in 2029. Louisiana Economic Development’s project page separately says construction is expected to begin by the end of 2027 and initial operations are expected to come online in 2030. These dates describe different milestones and remain forward-looking targets rather than confirmed completion dates.

SpaceX says the completed facility will be built to support thousands of Starship flights per year. Louisiana describes the project as capable of supporting thousands of annual launches, but neither announcement provides a phase-by-phase ramp-up schedule.

The 2029 target should therefore be understood as the stated first-launch objective, not the start of full operations or completion of the entire campus. It does not mean every launch complex, industrial facility, utility system, transportation asset or residential component will be complete by that date.

What Power and Propellant Infrastructure Is Included?

Starbase Louisiana is planned to include both power generation and propellant production. These are confirmed components of the development, but SpaceX has not published their capacities, technologies, equipment configurations or individual budgets.

Louisiana Economic Development identified abundant natural gas as one of the advantages offered by the location, describing it as a potential source of power and fuel for operations. The announcement does not state that SpaceX has selected a specific gas-fired power-plant configuration, pipeline supplier, utility provider or generation capacity.

For project tracking, the confirmed scope is therefore limited to:

  • On-site power generation.
  • Propellant production.
  • Propellant farms at the five planned launch complexes.
  • Associated utility and operational infrastructure required to support the spaceport concept.

Specific generation units, gas connections, electrical substations, storage systems, transmission facilities and construction packages should be added only when SpaceX, a utility, a regulator or an awarded contractor publishes project-level details.

How Does the Project Relate to AI and Orbital Data Centers?

Louisiana’s announcement connects Starbase Louisiana to future missions involving orbital data centers, but the Louisiana development itself is a spaceport—not an announced terrestrial data-center campus.

The state said the site’s Gulf Coast location would allow launches across a range of trajectories and could support missions to Earth orbit for building orbital data centers, expanding satellite connectivity and reaching the Moon and Mars.

No orbital data-center owner, power requirement, deployment schedule, payload configuration or dedicated Louisiana manufacturing project was announced. The reference identifies a potential mission market for Starship rather than a separately sanctioned data-center development.

What Incentives Did Louisiana Offer SpaceX?

Louisiana offered SpaceX an incentive package conditioned on capital investment, job creation and a $25 million charitable contribution to the Community Foundation of Acadiana. Louisiana Economic Development did not publish a single total value for the state package.

The state said SpaceX is expected to participate in:

  • Louisiana’s new Aerospace Facilities and Activities Rebate.
  • The High Impact Jobs program.
  • Customized recruitment and workforce assistance through LED FastStart.

The aerospace rebate was established through Act 190 of the 2026 Regular Legislative Session. The law authorizes annual rebates of eligible state and local sales and use taxes paid on qualifying machinery, equipment, materials, supplies and services used directly in approved aerospace activities. Eligibility requires certification and a rebate agreement, and the statute provides for termination and recapture when statutory or contractual obligations are not met.

The state announcement says SpaceX is expected to participate in the program; it does not confirm the value of future rebate claims or state that every project purchase will qualify.

At the local level, SpaceX entered into a payment-in-lieu-of-taxes agreement with local taxing bodies. Louisiana Economic Development said the agreement includes:

  • An upfront payment of $20 million.
  • Payments of at least $25 million annually for 25 years.
  • An annual escalator, according to LED’s August 25 announcement.

LED’s official announcement and project page describe the cumulative payment total differently, so Allstream is not assigning a single aggregate value to the PILOT agreement. The cumulative amount will depend on the agreement’s escalator and other applicable terms.

Those payments and the $25 million charitable contribution are separate from the $100 billion project-investment commitment. They should not be added to the project’s construction value.

How Is SpaceX Addressing the Coastal Location?

SpaceX says it is working with state and federal agencies, landowners and conservation organizations on shoreline protection, wetlands and wildlife management around the Vermilion Parish site.

The company says it does not intend to develop the entire property footprint and plans to preserve wetlands and wildlife habitat. Its project page identifies possible work associated with shoreline-protection breakwaters, marsh restoration, habitat monitoring and coastal-resource management.

Louisiana Economic Development said SpaceX has already engaged the Louisiana Department of Wildlife and Fisheries, the Coastal Protection and Restoration Authority and other state agencies to address potential effects on wildlife, fisheries and supporting habitats.

Those consultations and company commitments do not establish that every environmental review, construction permit or launch authorization has been completed. Environmental, coastal, aviation and launch-related approvals should be tracked through the applicable agencies as the project advances.

What Could Starbase Louisiana Mean for Contractors and Suppliers?

The disclosed site configuration could create a long-duration industrial construction program of unusual scale, but SpaceX has not announced prime contractors, procurement packages or individual construction awards.

Based solely on the confirmed project components, future work could involve:

  • Site preparation, civil works, drainage and ground improvement.
  • Launch-pad foundations, towers and supporting structures.
  • Propellant-production, storage and transfer infrastructure.
  • Power generation, site electrical systems, substations and controls.
  • Natural-gas supply, metering and utility connections if selected for the final design.
  • Vehicle-processing and industrial-support buildings.
  • Deep-water marine facilities, docks and heavy-component logistics.
  • Airport, roadway and internal transportation infrastructure.
  • Water, wastewater, communications and emergency-response systems.
  • Coastal protection, wetland restoration and environmental monitoring.
  • Residential construction and community-support facilities.
  • Engineering, procurement, construction management, inspection and commissioning.

Registration improves visibility but does not guarantee a contract or bid invitation.

Starbase Louisiana combines launch infrastructure with several markets familiar to Gulf Coast industrial contractors: power generation, fuel production, marine logistics, large-scale civil construction and complex process systems. The project could allow companies that traditionally serve oil, gas, LNG, petrochemical, power and coastal projects to compete for work in a new aerospace program.

The scale of SpaceX’s investment commitment is significant, but the public project definition remains at the master-plan level. The next commercially useful disclosures will be site-development permits, power and gas arrangements, coastal filings, major equipment selections, engineering and construction contracts, and procurement notices.

Until those records appear, the five launch complexes and supporting infrastructure should be tracked as planned scope. The announcement confirms SpaceX’s development intent, anticipated start year and major facility categories; it does not confirm that the entire $100 billion has been allocated, contracted or scheduled for construction.
