Cheniere Energy achieved substantial completion of the Corpus Christi Liquefaction Stage 3 Project on August 28, 2026. Bechtel Energy, Cheniere’s engineering, procurement and construction contractor, transferred care, custody and control of the project’s seventh and final midscale liquefaction train to Cheniere.
Corpus Christi Stage 3 consists of seven midscale LNG trains designed to add more than 10 million tonnes per annum of production capacity at Cheniere’s Corpus Christi LNG terminal in Texas. Cheniere said the completed project increased its combined LNG production capacity by more than 20%, to approximately 56 mtpa.
The milestone completes the principal train-delivery sequence that began with first LNG from the first Stage 3 train in December 2024. Cheniere characterized the project as delivered safely, on budget and ahead of schedule; those descriptions are company-reported assessments.
Stage 3 completion does not conclude Cheniere’s Gulf Coast construction program. The separate Corpus Christi Midscale Trains 8 and 9 Project remains under construction, while Bechtel is performing limited early engineering and procurement for the first phase of the proposed Sabine Pass LNG Expansion Project.

What does substantial completion mean for Corpus Christi Stage 3?
The August 28 milestone means Bechtel transferred care, custody and control of Midscale Train 7 to Cheniere, completing turnover of all seven Stage 3 trains. Substantial completion is a major contractual and operating milestone, although it does not necessarily mean that every punch-list, warranty or administrative closeout item has been completed.
Cheniere issued Bechtel a full notice to proceed for Stage 3 in June 2022. First LNG from the first midscale train was produced in December 2024. Cheniere subsequently reported substantial completion of:
- Midscale Trains 1 through 4 during 2025
- Midscale Train 5 in March 2026
- Midscale Train 6 in June 2026
- Midscale Train 7 on August 28, 2026
As of June 30, before the final turnover, Cheniere reported Stage 3 as 98.4% complete. Engineering was 99.8% complete, procurement was 100% complete, subcontract work was 98% complete and construction was 96% complete. The August announcement supersedes that earlier progress snapshot for the project’s overall stage.
Stage 3 adds more than 10 mtpa at Corpus Christi LNG
The seven-train development is expected to provide more than 10 mtpa of LNG production capacity. Cheniere said completion of Stage 3 increased the company’s combined operating capacity at its Corpus Christi and Sabine Pass terminals by more than 20%, to approximately 56 mtpa.
The 56-mtpa figure is Cheniere’s combined platform capacity after Stage 3 completion. It should not be presented as the capacity of Stage 3 alone.
In a separate operating milestone announced alongside the project completion, Cheniere said the Yari LNG carrier departed Sabine Pass on August 29 en route to Asia as the company’s 5,000th LNG cargo. That cargo count covers Cheniere’s broader U.S. Gulf Coast operations and is not a Stage 3 production total.
Corpus Christi Trains 8 and 9 remain under construction
Construction activity at Corpus Christi continues through the separate Midscale Trains 8 and 9 Project. Cheniere reported the project as 48.3% complete as of June 30, 2026, with engineering 91.5% complete, procurement 69.9% complete, subcontract work 53.4% complete and physical construction 6.7% complete.
The distinction between overall and physical-construction progress is important. The reported figures show that engineering and procurement had advanced substantially while site construction remained at an earlier stage at quarter-end.
Trains 8 and 9 are expected to provide approximately 5 mtpa of production capacity, including estimated debottlenecking opportunities. Cheniere continues to target substantial completion during the second half of 2028. That date is a company target rather than a guaranteed completion date.
Sabine Pass Phase 1 remains pre-FID
Bechtel is performing early engineering and procurement for the first phase of the Sabine Pass LNG Expansion under a limited notice to proceed. The authorized early scope does not represent a positive final investment decision or full construction authorization.
The first phase is planned to include:
- A new liquefaction train identified as Sabine Pass Train 7
- A boil-off-gas reliquefaction unit
- Supporting infrastructure and tie-ins to the existing terminal
- More than 6 mtpa of expected capacity, including estimated debottlenecking opportunities
Cheniere’s second-quarter disclosure said regulatory applications remained pending. Any final investment decision continues to depend on applicable regulatory, commercial and financing conditions.
Cheniere reported $1.482 billion of first-half project cash costs
Cheniere’s Form 10-Q reported $1.482 billion of combined cash outflows during the first six months of 2026 for Stage 3, Trains 8 and 9 and the Sabine Pass Expansion. These are period-specific cash costs, not total project budgets.

The filing says Trains 8 and 9 spending was primarily associated with procurement and engineering. Sabine Pass spending primarily covered procurement and work performed by Bechtel under the limited notice to proceed. The figures exclude associated capitalized interest.
Allstream perspective: work shifts from Stage 3 delivery to operations and the next projects
Substantial completion shifts Stage 3 from major EPC delivery toward owner operations, reliability support and contractual closeout. Remaining activity could include punch-list completion, warranty support, performance testing, inspection, maintenance planning and operational optimization, depending on Cheniere’s and Bechtel’s project requirements.
The clearest continuing construction program is Trains 8 and 9. Its June progress figures indicate that engineering and procurement were well advanced while field construction remained earlier in execution. Sabine Pass Phase 1 presents a different opportunity profile because only limited early engineering and procurement have been authorized.
