ExxonMobil’s third-quarter update combines LNG portfolio changes in Papua New Guinea and Mozambique, an operating carbon-capture project in Louisiana, a Texas carbon-storage permit approval and production and refining milestones.

Allstream Insiders Summary

ExxonMobil’s October 30, 2026, third-quarter results update highlighted progress across upstream LNG, carbon capture and storage, and existing refining operations rather than one new, company-wide construction program. The company said it assumed operatorship at Papua LNG and reached agreements to increase its working interest to 34% at Papua LNG and 50% at Rovuma LNG in Mozambique, where it is already operator.

ExxonMobil also reported the start of carbon-capture-and-storage operations serving Nucor’s direct reduced iron facility in Convent, Louisiana, and approval for its Rose carbon-storage project in Jefferson County, Texas. Separately, the company cited cumulative production milestones at Guyana, Kearl and PNG LNG, along with record operating performance at its U.S. Gulf Coast refineries.

These updates are at different stages. Nucor is an operating CCS project. Rose has received a key storage approval but was described by ExxonMobil as moving toward operation. The Papua and Rovuma LNG interest changes are portfolio and commercial actions; the October release does not disclose their purchase price, closing timing, final investment decision, project budget, engineering award or construction schedule.

ExxonMobil’s project and portfolio update at a glance

Segment Reported update What is established What remains undisclosed or contingent
Upstream / LNG – Papua LNG ExxonMobil assumed operatorship and reached an agreement to increase its working interest to 34% Operator transition and a stated agreement to increase ExxonMobil’s interest Transaction terms, closing conditions, final investment decision, development scope, EPC awards and schedule
Upstream / LNG – Rovuma LNG, Mozambique Agreement to increase ExxonMobil’s working interest to 50% Stated agreement to increase the operator’s interest; earlier 2026 pre-investment procurement and planning actions Closing, final investment decision, full construction authorization and project-wide execution schedule
New energy – Nucor CCS CCS operations started at Nucor’s Convent, Louisiana, direct reduced iron facility ExxonMobil says the system can capture, transport and store up to 800,000 metric tons of CO2 per year New expansion scope, budget or additional contractor awards in the October results release
New energy – Rose carbon storage Texas Railroad Commission approval for the Rose carbon-storage project According to ExxonMobil, approval for three Class VI injection wells in Jefferson County, Texas Construction status, injection start date, customer contracts, capital budget and equipment packages
Upstream and downstream operations Guyana and Kearl each reached one billion cumulative barrels; PNG LNG reached 100 million cumulative tons; U.S. Gulf Coast refineries reported 100% crude-unit utilization in the quarter Operating and cumulative-production milestones Any new field-development sanction, refinery expansion, turnaround scope or equipment award in the third-quarter release

Papua and Rovuma changes expand ExxonMobil’s LNG position, but are not project sanctions

ExxonMobil’s third-quarter release identifies an operator role at Papua LNG and agreements to increase its ownership position in Papua and Rovuma LNG. The company said it assumed operatorship at Papua LNG and reached agreements to raise its working interests to 34% at Papua LNG and 50% at Rovuma LNG, Mozambique.

Those statements establish portfolio and commercial progress, but they do not by themselves establish that an LNG development has reached final investment decision or that construction can begin. The October 30 release does not state the purchase consideration, transaction-closing date, project cost, train configuration, capacity, construction start or commercial-operation date for either project.

For Rovuma, ExxonMobil had previously disclosed project-definition and long-lead procurement steps during 2026. In August, the Area 4 co-venturers announced approximately $1.1 billion in pre-investment contracts for long-lead upstream equipment and early site-construction activities, including subsea production systems, large-bore production valves and offshore line pipe. In September, the Area 4 co-venturers said they had signed a letter of intent with a Saipem-Jan De Nul consortium to support upstream engineering, procurement and technical services for a development contemplated to include 18 wells and a network of subsea pipelines and manifolds.

Those earlier actions provide meaningful execution context, but they were described as pre-investment work and planning in advance of final investment decision. They should not be presented as confirmation that the entire Rovuma LNG project has received final sanction or entered full construction.

Nucor CCS is operating; Rose has advanced through a permitting milestone

According to ExxonMobil’s September CCS update, the company has begun capturing, transporting and storing CO2 from Nucor’s direct reduced iron facility in Convent, Louisiana. ExxonMobil said the operating system can handle up to 800,000 metric tons of CO2 per year and represents its third active commercial CCS operation for a third-party customer.

The Rose carbon-storage project is at an earlier stage. ExxonMobil said the Texas Railroad Commission approved its Class VI permit for three injection wells in Jefferson County, Texas. The company said the wells are intended to provide permanent storage capacity of up to 5 million metric tons of CO2 per year for 13 years.

The approval is an important regulatory milestone, but it is not the same as a reported construction completion or injection start. The available company disclosure does not identify a current construction schedule, project budget, pipeline route, named customer commitments, drilling contractor or awarded equipment package for Rose.

Production and refinery milestones are not new project awards

ExxonMobil reported that Guyana and Kearl each reached one billion cumulative barrels of production and that PNG LNG reached 100 million cumulative tons. These are cumulative operating milestones, not announcements of new field-development sanctions, new facilities or additional LNG trains.

On the downstream side, the company reported 100% crude-unit utilization at its U.S. Gulf Coast refineries during the quarter and its second-highest U.S. Gulf Coast diesel production on record. ExxonMobil also referenced the contribution of its earlier Beaumont refinery expansion to higher distillate output since 2019. The October results release does not announce a new refinery-expansion project, a turnaround program, an EPC award or an equipment-procurement package.

Allstream perspective: Separate operating assets, approvals and early execution steps

Allstream perspective: ExxonMobil’s update contains several meaningful industrial signals, but they should not be treated as one equivalent class of project activity. Nucor CCS is operating. Rose has cleared a significant storage-permit hurdle but has not been disclosed as an operating storage site. Papua LNG and the larger Rovuma LNG position are strategic upstream LNG advances, while the previously announced Rovuma long-lead awards and engineering selections remain steps toward a future investment decision.

For manufacturers, contractors and service providers, the next decision-useful disclosures would be closing terms and final investment decisions for Papua and Rovuma; construction, injection and customer milestones for Rose; and any named expansion or maintenance scopes at ExxonMobil’s producing and refining assets. Until then, the October release should be tracked as a cross-segment portfolio update, not as evidence that all referenced projects have been sanctioned or that new construction packages have been awarded.
