Which project will supply the Petrobras LNG volumes?
Sempra Infrastructure plans to supply the contracted volumes from its liquefaction capacity at Port Arthur LNG Phase 2. The project reached a positive final investment decision in September 2025 and is currently under construction.
Phase 2 includes two liquefaction trains designed to produce approximately 13 million tonnes per year of LNG. Sempra Infrastructure expects Trains 3 and 4 to begin commercial operations in 2030 and 2031, respectively.
The agreement announcement does not specify which Phase 2 train will produce individual Petrobras cargoes or provide a separate first-delivery date. The reported train schedules remain company expectations and are not presented as guaranteed completion dates.
How large will the full Port Arthur LNG facility be?
Sempra Infrastructure expects Port Arthur LNG Phases 1 and 2 to provide up to approximately 26 million tonnes per year of combined liquefaction capacity. Each phase represents approximately 13 million tonnes per year.
Phase 1 is also under construction. The company expects Train 1 to begin commercial operations at or near the end of 2027 and Train 2 during 2028. Phase 2 is planned to add Trains 3 and 4 in 2030 and 2031. Sempra Infrastructure said additional phases remain in early development.
The Petrobras agreement covers approximately 0.8 million tonnes per year from Sempra Infrastructure’s contracted Phase 2 capacity; it does not cover the full output of the Port Arthur LNG development.
Why does the Petrobras agreement matter?
The agreement extends Sempra Infrastructure’s LNG customer portfolio into South America while linking Brazilian demand to long-term U.S. LNG supply. Sempra Infrastructure said Port Arthur LNG benefits from access to U.S. natural gas basins, midstream connectivity and infrastructure capable of serving Atlantic and Pacific Basin customers.

For contractors and suppliers, the Petrobras agreement adds a named long-term customer relationship tied to Port Arthur LNG Phase 2, but it does not change the project’s publicly announced construction scope. The two-train Phase 2 program was sanctioned in 2025 and is already in execution.
The contract may strengthen long-term commercial utilization of Sempra Infrastructure’s allocated liquefaction capacity. However, the September 14 announcement does not create a new procurement package, contractor award, construction phase or capital budget. Any additional supply-chain implications should be confirmed through future project or contractor disclosures.
