Allstream Insiders Summary

Valero Energy completed the FCC Unit optimization project at its St. Charles Refinery during the third quarter of 2026, according to the company’s October 22 earnings announcement. Valero said the project was completed on schedule and within budget, is now operational, and is expected to increase the refinery’s ability to produce higher-value products, including alkylate and gasoline.

The company reported $432 million in capital investments for the quarter, including $371 million for sustaining the business. Valero said the sustaining category included turnarounds, catalysts and regulatory-compliance costs. Those are companywide quarterly totals; the release does not allocate spending to the St. Charles project or identify particular turnaround sites, maintenance scopes or contractor packages.

Valero’s refining throughput averaged 3.0 million barrels per day during the quarter. The company said its refineries operated at near-record utilization rates, an operational characterization reported by Valero.

What Valero disclosed about the St. Charles FCC project

Item Company-reported detail
Project FCC Unit optimization at Valero’s St. Charles Refinery
Status Completed during the third quarter of 2026; now operational
Schedule and budget Completed on schedule and within budget, according to Valero
Stated purpose Expected to increase the ability to produce higher-value products, including alkylate and gasoline

Valero did not disclose a project cost, a unit-capacity change, a specific yield uplift, the detailed equipment configuration, or the engineering and construction firms involved. The announcement therefore supports reporting the completion and stated product objective, but not a precise conclusion about the technical scope or financial return of the optimization.

Quarterly capital investments were primarily sustaining

Capital investments totaled $432 million during the third quarter. Of that amount, Valero reported $371 million for sustaining the business, including turnarounds, catalysts and regulatory-compliance costs. Capital investments attributable to Valero, excluding spending attributable to the other Diamond Green Diesel joint-venture member and other variable-interest entities, totaled $429 million.

Third-quarter 2026 capital measure Reported amount
Total capital investments $432 million
Sustaining-business capital investments $371 million
Capital investments attributable to Valero $429 million

These figures are period-specific capital investments, not a disclosed annual capital program or a budget for an individual refinery. Valero’s release does not say how the sustaining spending was divided among turnarounds, catalyst work, compliance work, refineries, renewable diesel operations or ethanol plants.

Operating context across Valero’s businesses

Valero reported Refining segment operating income of $8.8 billion for the quarter, compared with $1.6 billion in the prior-year period. Its Renewable Diesel segment, comprising the Diamond Green Diesel joint venture, reported operating income of $353 million and average sales volumes of 3.4 million gallons per day. The Ethanol segment reported operating income of $272 million and record average production of 4.8 million gallons per day.

Those results provide operating context for the company’s refining, renewable diesel and ethanol platform. They do not establish new construction plans or procurement opportunities at any individual facility.

Allstream perspective: a completed refinery upgrade, with sustaining capital still spread across the portfolio

Allstream perspective: Valero’s announcement provides a clear operational milestone at St. Charles: the FCC optimization is complete and in service, with a stated focus on higher-value product production. It also shows that most of the company’s reported quarterly capital investments were sustaining expenditures rather than separately identified growth projects.

For industrial suppliers and service providers, the companywide sustaining-capital categories—turnarounds, catalysts and regulatory compliance—indicate continuing asset-support activity across Valero’s platform. The release does not identify which facilities, equipment categories or service providers are involved. Any conclusion about future work packages, contractor demand or procurement timing would therefore be speculative until Valero issues project-specific disclosures.
