Trump’s Executive Orders to Reshape of U.S. Energy Industry

On his first day in office, President Donald Trump issued a series of executive orders aimed at jumpstarting the U.S. energy sector, rolling back policies from the previous administration that restricted fossil fuel development. These orders are set to have a profound impact on the energy industry, particularly in revitalizing liquefied natural gas (LNG) projects and streamlining permitting for oil and gas infrastructure.

The directives revoke restrictions placed on LNG export permits and energy infrastructure development, which were a hallmark of the Biden administration’s climate agenda. During Biden’s term, more than a dozen LNG export terminals in the Gulf of Mexico (renamed Gulf of America by the new federal government) faced delays, leaving billions of dollars in investments on hold. The new administration’s policy framework emphasizes expediting permitting processes, ensuring regulatory certainty, and prioritizing energy security as a cornerstone of national and economic policy.

These changes are expected to greenlight the resumption of stalled LNG projects and pipeline construction in the coming weeks. Industry leaders predict a flurry of announcements as companies seek to capitalize on the streamlined regulatory environment. Among the projects likely to benefit is the Calcasieu Pass 2 terminal in Louisiana, one of the largest proposed LNG facilities in the world. The project would boost U.S. LNG exports, providing allies in Europe and the Pacific region with a reliable energy alternative while creating thousands of jobs domestically.

The administration’s focus extends beyond LNG, with a push to unlock Alaska’s vast resource potential. Orders prioritize oil and gas development in the Arctic National Wildlife Refuge and other federal lands, reversing policies that halted leasing in these areas. These initiatives are framed as critical for enhancing U.S. energy independence and insulating the nation from geopolitical energy shocks .

Critics argue that this rapid pivot away from stringent environmental regulations could exacerbate climate challenges, while proponents contend the policies will restore economic competitiveness and stabilize energy prices. As the administration implements these measures, the U.S. energy sector appears poised for a period of robust growth, solidifying its position as a global energy leader.

Adding to the momentum, the U.S. Department of Energy (DOE) announced today the end of its pause on LNG export approvals, signaling a return to regular order under President Trump’s directive to “unleash American Energy Dominance.” The Office of Fossil Energy and Carbon Management (FECM) will now resume evaluating pending applications to export LNG to non-free trade agreement (FTA) countries in compliance with the Natural Gas Act. This move is seen as pivotal for advancing numerous delayed projects, bolstering America’s role as a top energy supplier globally.

The DOE also extended the public comment period for its recent multi-volume LNG export analysis, moving the deadline from February 18 to March 20, 2025. Acting DOE Secretary Ingrid Kolb emphasized that while swift determinations are a priority, thorough administrative records and stakeholder input remain essential. The simultaneous integration of the multi-agency National Environmental Policy Act (NEPA) review process aims to streamline regulatory requirements, reducing inefficiencies as the U.S. energy sector gears up for expansion.
