Venture Global declared commercial operations for Phase 1 of Plaquemines LNG on October 31, moving the Louisiana project from commissioning into long-term contracted service; Shell lifted the first post-COD cargo.

Allstream Insiders Summary
Venture Global commenced commercial operations of Phase 1 of its Plaquemines LNG export project in Plaquemines Parish, Louisiana, on October 31, 2026. According to the company’s November 1 announcement, the milestone enables sales to Phase 1’s long-term customers and was reached just over 53 months after the Phase 1 final investment decision.
The first cargo after the commercial-operations date departed October 31 and was lifted by Shell. The declaration is distinct from the plant’s earlier commissioning production and cargoes: it marks the transition of Phase 1 into its long-term sales and purchase agreement, or SPA, period.
The announcement does not declare commercial operations for Plaquemines Phase 2, announce a new final investment decision, or identify new engineering, construction, equipment or service awards. Venture Global had previously targeted Phase 2 commercial operations for mid-2027; that remains a company target, not a completed milestone.

What changed with the commercial-operations declaration?
Commercial operations is a contractual and operational milestone, not merely a first-production or commissioning event. Plaquemines began producing LNG and exporting commissioning cargoes before the October 31 declaration. With Phase 1 now at COD, Venture Global said it has begun selling LNG to the phase’s long-term customers under the applicable SPAs.
That distinction matters because a facility can produce LNG during commissioning while systems, performance testing and other work continue. The October declaration establishes that Phase 1 has reached the company’s stated commercial milestone for its long-term contracted service.
Shell’s first post-COD lift confirms the start of that next operating period. The announcement does not disclose the cargo volume, destination, SPA pricing, the full Phase 1 customer schedule or the allocation of future cargoes among long-term buyers.
What is included in Plaquemines LNG?
The broader Plaquemines development is a large-scale Louisiana liquefaction and export facility on the Mississippi River. Venture Global describes the approximately 630-acre site as having deep-water access and potential export capacity of more than 28 million tonnes per annum once the overall facility is complete. Its facility description identifies liquefaction trains, LNG storage, marine-loading berths, inside-the-fence power generation, gas pretreatment and Gator Express pipeline connections.
Those broader facility details provide context for the October 31 Phase 1 milestone. They should not be read as new work awards or as confirmation that all remaining construction, commissioning, expansion or permitting activity is complete.
What remains separate from the Phase 1 milestone?
Plaquemines Phase 2 remains a separate commercial-operations milestone. In its second-quarter 2026 results, Venture Global said it was targeting Phase 2 COD in mid-2027. That timing is forward-looking and could be affected by construction, commissioning, performance testing, approvals and other execution factors.
Venture Global also has a separate Plaquemines Expansion proposal in the FERC review process. The Phase 1 COD announcement does not approve that expansion, establish an expansion FID, authorize construction or announce associated supplier awards.
Allstream perspective: The milestone shifts attention from construction to reliable operations
Allstream perspective: For the completed Phase 1 scope, the commercial-operations declaration changes the primary market focus from project delivery to safe, reliable, long-term operation. The ongoing requirements of an LNG export plant can involve operations and maintenance services; rotating-equipment and power-island support; controls and instrumentation; inspection and integrity programs; marine and terminal services; pipeline transportation; storage and loading systems; and turnaround planning.
Those categories describe the types of work an operating LNG facility may require; they are not new procurement announcements or contractor awards from Venture Global. Near-term commercial visibility for the remaining Plaquemines scope will depend on Phase 2 COD progress, operational updates, maintenance strategies, any newly announced contracts and the outcome of separate expansion permitting and financing decisions.
